Updated Highway Code (KOK): Rules for New Drivers in 2026
The current Greek Highway Code (KOK — L. 5209/2025 as amended) defines the regulatory framework for drivers and learner drivers in Serres and nationwide.
1. Accompanied Driving from Age 17: Category B candidate drivers can complete the required theory and practical training at age 17 and take the driving test. Upon passing the practical exam, a provisional accompanied driving permit is issued under statutory conditions. The supervising companion must be at least 25 years old and hold a category B license for more than 5 years. Accompanied driving is restricted to the Regional Unit of the young driver's residence. Upon turning 18, the standard driving license is issued.
2. Penalties & Driver Behavior Control System (S.E.S.O.): The Highway Code classifies traffic violations by severity, imposing administrative penalties and measures for road safety infractions. Serious or repeated violations — such as mobile phone use while driving, seatbelt/helmet non-use, and red light violations — result in increased penalties under the applicable regulations.
3. Road Signage & Roundabouts: Priority at intersections and roundabouts is determined by existing road signage. Where no regulatory signs exist, the general right-hand priority rule applies, subject to the statutory exceptions.
